As I think I had said, the archers involved, were quite happy with my approach.
I had merely wanted it formalised, at the local group (via something
like being in the Minutes, and, being allowed to include on the
Archery web page on the local group web site, the requirement that
closed footwear be worn on the archery range, for safety), and then it
all went awry, to the extent that it was made clear that a warranted
Target Archery Marshal has no authority on an archery range.
