      *  DRUG TRIALS CONDUCTED BY AMERICAN RESEARCHERS in foreign
         countries should offer treatment to participants in those
         studies even after the research has ended, the National
         Bioethics Advisory Commission said in a report Friday. The
         commission also said that any research in a foreign country
         should deal with its health needs and directly benefit local
         residents.
