      Policy and Advocacy

      1. SENATE FY 2010 EDUCATION BUDGET RECONCILIATION IS ON HOLD. This
      legislation includes the American Graduation Initiative (AGI) that was
      proposed by President Obama in July and enacted in modified form by the
      House of Representatives this September. The education legislation is
      being held back from consideration because the Senate Health, Education,
      Labor, and Pensions (HELP) Committee can consider only one
      reconciliation bill in a given year, and a decision has not been made
      whether health-care reform will be considered under the special
      reconciliation rules. If that is the case, the bill would have to be
      approved by the HELP Committee when it takes up the education
      reconciliation legislation. In the meantime, Senate staff continues to
      refine the legislation. Congress is now facing a daunting timetable to
      get AGI enacted by the end of 2009. AACC Contact: David Baime

      2. THERE IS STILL TIME TO REGISTER for the Higher Education Government
      Relations Conference (HEGRC), Dec. 3-5, in Orlando, Fla. HEGRC is a
      professional development opportunity for professionals from public
      colleges and universities who engage in state and federal relations.
      This year's theme is "Higher Education Driving State Economic Recovery,"
      featuring speakers from the Obama administration and the news media and
      other key leaders and practitioners of higher education advocacy. AACC
      cosponsors the HEGRC with the American Association of State Colleges and
      Universities, Association of Public and Land-Grant Universities and the

      Medicine (IOM) forum on the Robert Wood Johnson Foundation Future of

      which the audience will have an opportunity to make impromptu comments.

      4. REPRESENTATIVES GEORGE MILLER AND RUBEN HINOJOSA, the chairmen of the
      House Committee on Education and Labor and the Subcommittee on Higher
      Education, Lifelong Learning and Competitiveness, respectively, recently
      sent a letter to leaders of the major higher education associations
      urging institutions of higher education to take the initial steps
      necessary to participate in the Department of Education's Direct Loan
      program.
      Participation in the Direct Loan program could be mandated by a pending
      FY 2010 budget reconciliation that also includes the American Graduation
      Initiative. The Miller/Hinojosa letter follows a similar letter recently
      sent to all colleges and universities by Secretary of Education Arne

      7. THE UNITED STATES DEPARTMENT OF STATE SEEKS SCHOLARSHIP APPLICANTS
      for its Critical Language Scholarship (CLS) program. The program will
      offer intensive summer language institutes overseas in 13 critical-need
      foreign languages for summer 2010. CLS provides group-based intensive
      language instruction and structured cultural enrichment experiences for
      seven to 10 weeks for undergraduate and graduate students who are U.S.
      citizens. Students of diverse disciplines and majors are encouraged to

      opportunities. The site is relevant to all higher education institutions
      but is particularly geared toward community colleges, Historically Black
      Colleges and Universities, tribal colleges, Hispanic-serving
      institutions, religiously-affiliated institutions and other schools that
      may have fewer resources and growing interest in green building. AACC

      11. A NEW BOOK, ENRICHED AND INSPIRED: SERVICE PATHWAYS TO COLLEGE
      SUCCESS, highlights efforts at 14 community colleges to expand or revise
      existing service learning programs and service opportunities for
      students with disabilities, students in developmental education courses
      and veterans. It summarizes lessons from AACC's Project Reach: Service
      Inclusion for Students with Disabilities, which was supported by the

      Grants and Partnerships

      15. A U.S. COMMUNITY COLLEGE SMALL GRANTS INITIATIVE has been announced
      by Higher Education for Development. Up to 10 awards of
      $100,000-$150,000 will be available for 18-month projects to promote
      capacity-building through collaboration with technical and community
      colleges in the Broader Middle East and North Africa region
      (Afghanistan, Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon,
      Morocco, Oman, Pakistan, Qatar, Saudi Arabia, the United Arab Emirates,
      Tunisia, West Bank/Gaza and Yemen). This initiative is administered in
      cooperation with USAID and the U.S. Departments of State and Education.
