      * A TURKISH MEDICAL STUDENT has lost her bid to be able to wear
      a headscarf while pursuing studies at the University of
      Istanbul. In a potentially precedent-setting decision, the
      European Court of Human Rights ruled on Tuesday that Turkey's
      ban on overtly religious garb at public universities did not
      violate the student's rights.

      A glance at the June/July issue of "Community College Journal":
      Apprenticeship programs and the community college

      Community colleges and apprenticeship programs are a natural
      match, says Irving P. McPhail, chancellor of the Community
      College of Baltimore County.

      "Community colleges are already closely allied with the
      community," he writes, "and no other segment of postsecondary
      education is more responsive to community-workforce needs."

      Apprenticeship programs can form partnerships with community
      colleges that allow apprentices to earn college credit toward
      associate degrees or certificates while learning their craft
      from experienced instructors, he says.

      However, because many people do not understand how
      apprenticeship systems work and how community colleges can
      affect job training, "decision makers don't automatically
      connect the two," he writes. "It's a missed opportunity for both
