* PUBLIC FOUR-YEAR COLLEGES would lose $27.8-million in federal
funds, while two-year and for-profit institutions would gain
$17.9-million, if Congress approves changes to the formula
used to allocate funds for the government's three
campus-based student-aid programs, according to an analysis
conducted by the American Council on Education.
