      Good day!

Here are news bulletins from The Chronicle of Higher Education for
      Tuesday, October 21.

      * THE FEDERAL OFFICE that oversees human volunteers in research
has decided that oral-history interviews generally do not
fall under the government's definition of research and thus
need not be regulated by institutional review boards.

      * A TEAM OF PROMINENT ARAB SCHOLARS has sharply criticized the
state of Arab higher education, saying that repressive
governments are hindering the growth of scholarship at
academic institutions in the Arab world. The criticism comes
in an annual study intended to assess the problems plaguing
the Arab world and its intellectual advancement.
