         members of minority groups have not gained any ground,
         according to a survey that will be released by the American
         Association of Community Colleges in April.

      *  THE GOVERNMENT of British Columbia surprised and angered
         faculty members this week by giving its public community
         colleges the right to void union agreements. A bill approved
