      *  CALIFORNIA GOV. GRAY DAVIS has restored $32-million of the
         $98-million he had proposed cutting from the state's
         community-college budget. Just before his deadline at
         midnight Monday for acting a bill sent to him from the
         Senate, Mr. Davis endorsed $17-million in scheduled
         maintenance funds and $15-million for instructional
         equipment.
