- Bob,In plain English "95003" means that the power plant is in the next-to-the-worst doghouse with NRC.The one after that involves a shutdown.When a plant is in "95003" the NRC sends additional inspectors and bills the plant for their time.Also the plant has to divert costly resources to servicing the inspectors needs while they are on-site.Also, while the inspectors are there they find more problems that are often costly to fix.When the NRC finds the problems the plant has to explain the factors that prevented its people from finding them.This costs more to do and fix.Etc.For the formal part of the story click onhttp://22.214.171.124/search?q=cache:PE7BXMP0BIQJ:www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/ip95003.pdf+95003+%22Inspection+Procedure%22&hl=en&ct=clnk&cd=1&gl=usPerhaps a member involved in "Reg Affairs" will correct me and elaborate.Take care,
