John Chilton, ³A Jazz Nursery: The Story of the Jenkins¹ Orphanage Bands²
      (London, Bloomsbury Book Shop, 1980).

Chilton states that Briscoe was in the Jenkins band ³during the early 20s².

Doesn¹t prove it¹s true but the Jenkins bands consistently hired
teacher-musicians to double as minders so maybe he was taken on from another
      orphange¹s band in that role.
