      It sounds like a more sophisticated implementation
      of the old "Live Picture" model (which itself became
      part of the FlashPix format later on)

      (google finds:

      http://findarticles.com/p/articles/mi_m3065/is_n12_v23/ai_16090826/

      Developer was "HSC Software", coder was "Bruno Delean", format was
      IVUE.

      )

      In that implementation operations were performed "live"
      at a low resolution, and recorded as command sequences.

      The "full" manipulation (applying the command sequence
      to the hi-res) was either done in parallel
      with a lag, or fully deferred, and performed
      on a large off line server.

      This approach is very good for filters, colour transforms etc,
      (which might be considered the "power user" operations
      in something like Gimp) but such for trivial localised
      edits (which, of course, Gimp etc can do easily).

      It never caught on, except in tiny niches.
