      The PUCL web site has just been updated:


      1) Eight adivasis killed in Jharkhand
      A joint team of Jamshedpur and Ranchi PUCL Units visited RMCH to meet
      the injured villagers in Tapkara Police firing incident to prepare a
      preliminary. The initial indications are ominous. 10 villagers died &
      more than a dozen injured. The conditions of some of the injured are
      serious. There appears to be a planned attempt. Firing continued for
      more than an hour as per the unconfirmed sources. Firing was resorted
      to when villagers started moving back. It is to be noted that this is
      a second and more serious incident within a month of earlier firing
      by police at Ranchi.

      2) An urgent appeal from adivasis
      You may have received some information about the grim situation
      building up in the Man Project submergence zone. The Man Project is
      one of the 30 large dams being built in the Narmada valley and is
      situated in the Dhar district of Madhya Pradesh. This Project will
      submerge over 1000 Bhil and Bhilala tribal families in 17 villages
      affected by the Project and their rich and fertile lands, deep black
      cotton soils irrigated with water from wells and the river.

      3) Rape victim forced to withdraw complaint
      In spite of the grit and determination showed by the victim, the
      support extended
      by an all India organization such as the AIDWA, the media which gave
      wide publicity to
      the entire sequence of events, the Commissioner has wielded his
      influence and
      managed to escape scot-free. Justice has been buried. No woman will
      dare to give
      a police complaint if this is the fate of complaints with such
      corroborative evidence.

      4) Are human rights safe in a soft state?
      Who has given the authority to the VHP and a band of cellular phone-
      'Sadhus' to speak on behalf of Hindus. The cowardly act of
      demolishing the
      Babri Masjid is condemned by a large majority of Hindus.
