I wanted to share with you some information about a legislative provision that the Navy League has been invited to support. HR 2651 is a provision that would create a loan and grant program to help mariners looking to complete the required coursework to become a licensed mariner. It would also establish a grant program that would provide support to local education programs for mariner licensing. This provision has overwhelming bi-partisan support as well as support by both industry and labor. Al and Phelps: I am looking for some feedback on how this rates on the feasible and good idea scale when it comes to the technical aspects. Your expertise would be much appreciated and if you have any questions or comments, please let me know. I met with the Senate Commerce Committee as well as a few folks in the Workforce Development office at MARAD to see what the thought process was behind the provision, but did not want to throw an official Navy League endorsement before I learned what the Maritime Affairs folks thought first. Please feel free to let me know if you have questions and need any other information.
