      Combat Logistics Force (T-AKE)

      T-AKE is a new Combat Logistics Force (CLF) Underway Replenishment Naval vessel intended to replace the current capability of the Kilauea-Class (T-AE 26) Ammunition Ship, Mars-Class (T-AFS 1) Combat Stores Ships, and when operating in concert with a Henry J. Kaiser-Class (T-AO 187) Oiler ship, the Sacramento-Class (AOE 1) Fast Combat Support Ship. The T-AKE Program is expected to consist of 12 ships and with a budget of approximately $4B. The program resides within the Navy's Program Executive Office Ships- Sealift/Special mission/Boats and Craft (PMS 325).

      As an auxiliary support ship, T-AKE will directly contribute to the ability of the Navy to maintain a forward presence. In its primary mission role, the T-AKE will provide logistic lift from sources of supply such as friendly ports, or at sea from specially equipped merchant ships by consolidation, and will transfer cargo (ammunition, food, limited quantities of fuel, repair parts, ship store items, and expendable supplies and material) at sea to station ships and other naval warfare forces. In its secondary mission, the T-AKE may be required to operate in concert with a Henry J. Kaiser-Class (T-AO 187) Oiler as a substitute station ship to provide direct logistics support to the ships within a Carrier Battle Group.

      Specific features of the T-AKE include convertible cargo stowage areas, which can be reconfigured as the situation demands. T-AKE was designed to accommodate stowage containers called QUADCONs in its multipurpose cargo stowage areas. Additionally, forklift-towable trailers have been designed to allow more efficient movement of pallets on the ship's transfer deck. T-AKE will also have upgraded material handling equipment, transfer deck and pre-staging areas, Shipboard Warehouse Management System (SWMS), Lightweight Cargo Stowage System (LCSS) and elevator upgrades.

      To provide effective fleet underway replenishment capability at the lowest life cycle cost, the ship is designed and constructed to commercial specifications & standards and certified/classed by the American Bureau of Shipping, United States Coast Guard, and other regulatory bodies. The ships will be operated by the Military Sealift Command.

      The T-AKE program utilizes a two-phase acquisition process. Phase I consisted of multiple competitively awarded contracts to conduct ship/cargo systems integration design studies. The intent of these contracts was to develop innovative integrated ship concepts with life cycle cost improvements by encouraging traditional builders of Navy ships to involve materials handling firms in system development. Contracts were awarded to Avondale Industries, Friede Goldman Halter (formerly Halter Marine), Ingalls Shipbuilding, and National Steel and Shipbuilding Company (NASSCO). The Phase II contract for Detail Design and Construction of up to 14 T-AKEs was awarded to NASSCO, a General Dynamics company, on 18 October 2001.       Program Executive Office, Ships

      The Program Executive Office, Ships manages acquisition and complete life-cycle support for all U.S. Navy non-nuclear surface ships. These ships range from frontline combatants to amphibious ships that transport Marines and their equipment to supply and replenishment cargo ships. For these and all other non-nuclear surface craft, PEO Ships maintains “cradle to grave” responsibility including research, development, acquisition, systems integration, construction and lifetime support. At the end of a ship’s life, PEO Ships manages formal decommissioning from the Fleet and, in some cases, transfers or sales to friendly foreign navies; when a ship is not transferred or sold, PEO Ships manages its inactivation and safe disposal.

      PEO Ships was created in November 2002 as part of a realignment of the Assistant Secretary of the Navy for Research, Development and Acquisition ( ASN RDA ) directorate. The reorganization created a stronger business focus and a more flexible and cost-effective management approach for developing and integrating technologies and systems across multiple ship classes.

      The realignment created five new Program Executive Offices - Ships, Carriers, Submarines, Littoral and Mine Warfare (LMW), and Integrated Warfare Systems (IWS). All five PEOs are aligned to the Naval Sea Systems Command (NAVSEA) with headquarters co-located at the Washington Navy Yard. Each reports directly to ASN RDA regarding acquisition management and to commander of NAVSEA regarding support for in-service vessels. Today, PEO Ships is the largest of the five Program Executive Offices, with an operating budget of approximately $70 billion over the six-year Future Years Defense Plan.  More information
