      Ladies and Gentlemen: 
       
      I would like to ask your assistance in a final
      broadcast announcement for the "TUITION FREE" Pilot Course offering of
      the First Response Operations for Maritime Security (FROMS) course that
      will be conducted in San Diego, CA next week.  This course is designed
      to familiarize land-based first responders, emergency planners and
      emergency medical personnel with the maritime environment, maritime
      operations and the new realities of maritime security in the wake of
      9/11, MTSA and the SafePORT Act.

      We have had a good enrollment response to date but still have a few
      seats remaining for interested parties - particularly those in the SoCal
      and San Diego regions.  As a pilot course, the students will be asked to
      engage in a fully participatory process and to add their voices, input
      and critique to the final development of the course -- and therefore the
      widest and fullest representation from the security/emergency response
      and planning communities will provide the best results and benefits for
      all concerned.

      We ask that you provide widest dissemination of this California Maritime
      Academy training course - sponsored by the CA Governors Office of
      Homeland Security, Training and Exercise Branch - to your constituency
      and associates.

      The attached Flyer provides all of the details and attendees may enroll
      right up until Monday, December 10th, 2007.  Again -- this training is
      TUITION FREE as a part of the course development and pilot testing
      process -- but attendees MUST REGISTER to receive admittance.
