Unable to get Level Advanced Monster to grow

      Win XP Pro SP 3
      java version "1.6.0_23"
      Java(TM) SE Runtime Environment (build 1.6.0_23-b05)
      Java HotSpot(TM) Client VM (build 19.0-b09, mixed mode, sharing)

      I'm trying to create a monster that grows from Huge to Gargantuan when he has 19 - 27 Hit Dice. I think I've gotten everything else set about him properly to match my source, but when I add the ten levels, he remains Huge.

      Steps I take:
      1) Load Datasets:
      3.0 SRD
      My Homebrew
      PCGen Open Gaming Content

      2) New character
      3) Create Monster / Add Kit
      Big Boy Default
      4) 10 levels +
      5) Pick Skills / Feats
      6) Go to Character Sheet tab, note size and stats still of Huge creature.

      What am I doing wrong?
