Since starting funds are not part of the SRD it is not included in the core
sets. We have some kits in the PCGen OGC set with a range of 4 sided dice
rolls. It's up to the user to apply the correct kit for the class they have.
If they have a feat which increases that dice (a poor choice of feats I'd
say) then it's still up to the user to choose the correct one (with 2 more
dice) or add a kit with the 2 dice. Yes you can add a line in the kit to add
2 more dice if they have the feat if you need to.
If the source you have has enough rules for starting funds you might think
about coding some starting funds kits in it and including the feat in that.
