      Congress Ready to Work on Education Law
       
      The Elementary and Secondary Education Act (ESEA) is expected to be reauthorized this year.  The goal of this law is to ensure that all students have access to a meaningful academic curriculum and high expectations for learning.  In order to determine that schools are providing all student access to the general curriculum, the law includes accountability measures to determine if students are making progress learning the content.  To do this, schools are required to measure achievement on the core content that is being assessed namely, reading, science and math.
       
      Some organizations, however, are promoting a policy in which the Individualized Education Program (IEP) would be used as the primary accountability tool under ESEA for students eligible for special education supports and service.
       
      NDSC signed onto a letter with 40 other national organizations stating, "IEPs are not designed or used as tools for holding schools accountable for whether students with disabilities are taught to the academic content and achievement standards established by the state for all students."  The IEP is designed to provide students the supports and services (e.g. language therapy, occupational therapy) they need to have access to the general curriculum.
