      The U.S. Department of Education has published new regulations regarding the FERPA which will be effective January 8, 2009.  The new regulations cover such issues as personally-identifiable information; the circumstances under which providing a record is considered a disclosure; the disclosure of information during a health/safety emergency, and several other subjects.  COPAA submitted comments on the proposed regulations, which may be found on our website http://www.copaa.org/pdf/FERPAComments.pdf .   Some of the changes to the regulations and clarifications in the commentary are reflective of COPAA's comments.
