NCLB Pilot Program: Differentiated Accountability - Please Share!
- PLEASE FEEL FREE TO SHARE WIDELY:Below is the link to U.S. Dept. of Ed Secretary Spellings' fact sheet on the new 10-state pilot program starting next year under NCLB. It's called "differentiated accountability," and the pilot program would allow 10 states that meet program criteria to implement a system of accountability and sanctions that differentiates between schools that almost met AYP vs. schools that have significant problems. The point is supposedly to more effectively target resources and interventions to the schools that most need them.While it is not yet known how this pilot would affect students with disabilities, there is speculation that otherwise successful suburban school districts that miss AYP only because of their students with disabilities subgroup may use this program to avoid sanctioning such schools. This could possibly represent a political trade-off to get the support of these school districts for NCLB reauthorization.If you feel that this pilot program represents a step toward removing students with disabilities from the accountability provisions of NCLB (as we at OCLB do), then please let your legislators know, and feel free to let Secretary Spellings know as well (margaret.spellings@...). If you contact your legislators, please copy us (or fill us in on your contacts and the responses you receive) at parentvolunteer@.... We'd love to have the direct family input that is so often lacking in these instances!In any event, families and advocates for students with disabilities should monitor whether their own states intend to apply for this pilot program, and if so, how they propose to meet its goals without sacrificing the focus on educating students with disabilities.Sandy, Illinois (alpy2@...)
