A free hard copy of the regulations (mailed to you) is available from the Department of Education:  http://www.edpubs.org/webstore/EdSearch/Details.asp?ItemID=ED002467P&EdSearchPage=0

If you prefer, you can download the regulations and commentary from COPAA’s website at http://www.copaa.org/news/idea04.html#regs .  You can print, copy double-sided, and have bound at your favorite copy center.  More legislative history, a comparison of IDEA 2004 to IDEA 97, and other information is also available on COPAA’s website, http://www.copaa.org .

Eventually, the regulations (but not the commentary) will appear in the Code of Federal Regulations.  The CFR is updated each July.  Because the IDEA Part B regulations were issued in August, they will be in the July 2007 CFR.
