      IDEA 2004 Demonstration Announcement

      John H. Hager, assistant secretary of the Office of Special Education
      and Rehabilitative Services (OSERS), U.S. Department of Education,
      invites you to submit comments regarding proposed requirements and
      selection criteria for the Paperwork Waiver Demonstration Program and
      the Multiyear Individualized Education Program (IEP) Demonstration
      Program.

      Among the new initiatives authorized under the Individuals with
      Disabilities Education Act of 2004 (IDEA) are the Paperwork Waiver
      Demonstration Program and the Multiyear Individualized Education
      Program (IEP) Demonstration Program. States will have an opportunity
      to submit proposals for both demonstration programs, and up to 15
      states will be selected for each program.

      Before the request for proposals is issued, the Department would like
      to ensure that all who wish to provide comment prior to the
      development of the final requirements and selection criteria have the
      opportunity to do so by submitting comments to the Department, in
      accordance with the procedures outlined in the notices describing the
      proposed requirements and selection criteria. These notices were
      published in the Federal Register on December 19, 2005.

      Paperwork Waiver Demonstration Program

      State proposals approved under the Paperwork Waiver Demonstration
      Program would create opportunities for participating states to reduce
      paperwork burdens and other administrative work in order to increase
      time for instruction and other activities to improve educational and
      functional results for children with disabilities.

      The proposed requirements and selection criteria address an
      identified national need to reduce the paperwork burden associated
      with the requirements of Part B of the IDEA, as amended, while
      preserving students' civil rights and promoting academic achievement.

      Multiyear Individualized Education Program (IEP) Demonstration Program

      State proposals approved under the Multiyear IEP Demonstration
      Program would create opportunities for participating local education
      agencies to improve the education of children with disabilities over
      the long term through the development and use of comprehensive
      multiyear IEPs.

      The proposed requirements and selection criteria address an
      identified national need to reduce the paperwork burden associated
      with IEPs while preserving students' civil rights and promoting
      academic achievement.

      Commenting on Proposed Requirements and Selection Criteria

      In each case, the comment period will be open for 75 days from the
      date the notices were published in the Federal Register.

      OSERS will determine the final requirements and selection criteria
      after considering the responses to the Federal Register notices and
      other information available to the Department. The final requirements
      and selection criteria will be announced in separate notices in the
      Federal Register.
