      The consequences of not addressing driving's social impact such as speed, access, and parking, on cycling, and more important walking, because it's not compatible with driving, by making revenue streams contingent on socially distructive behaviour, is that bicycling is temporary, plans and commissioners be damned. And the facilities installed, that plans and coordinators hope to change, are a liability to a future.
