      Former Navajo Chairman Dies

      WINDOW ROCK, Ariz. - Former tribal Chairman Raymond Nakai died
      yesterday after a lengthy illness, Navajo Nation President Joe Shirley Jr.'s
      office said.
      Nakai was chairman of the Navajos from 1963 to 1970.
      The tribe was headed by a chairman before the president's office was
      created.
      A statement released by Shirley's office said Nakai is being remembered
      "as an advocate for tribal sovereignty, individual rights and Native
      American religious freedom.''
      On Monday, Shirley ordered flags on the reservation to be flown at half
      staff until Aug. 21.
