On the question of "what is multilingual literacy?" - always a good
practice to revisit starting questions and premises - there are
several titles mentioned in various posts on this list over the last
couple of years that treat the issue. One title that I just learned
      about is:

      Boyd, F. B. & Brock, C. H. with Rozendal , M. S. (Eds). (2004).
Multicultural and multilingual literacy and language: Contexts and
practices. New York: The Guilford Press.

It seems to be mainly a US perspective, and with a focus on classroom
      education approaches.

From the publisher's page on the book at http://www.guilford.com/cgi-
      bin/cartscript.cgi?page=pr/boyd.htm&dir=edu/lit&cart_id=979662.11067 :

Within a clear conceptual framework, this book explores ways that
teachers, reading specialists, administrators, and teacher educators
can provide more effective literacy instruction to K-9 students from
diverse ethnic, cultural, and linguistic backgrounds. Cutting-edge
theory and research is interwoven with detailed case studies that
bring to life the complexities of teaching in today's multicultural
and multilingual classroom. Topics covered include:

      * How and why culture matters in literacy instruction
      * Drawing on students' multiple literacies in the classroom
      * Motivating and engaging English-language learners
      * Steps that teachers can take to heighten their cultural awareness
      and skills
      * Tapping into family and community resources for literacy learning

      [page also has contents etc.]

On a quick search I have not been able to find a review for this
online, save for one available for pay at:
