      GAZA, Palestine, May 3,2006 (IPC+ Agencies) - -The Prime Minister Ismael
      Hanyeh accused the American administration of working on to stumble all
      possible mechanisms proposed to funnel money to the government to pay
      the overdue salaries of 160,000 PNA employees.

      PM Haneyeh told the reporters following the cabinet meeting in Gaza
      yesterday that it is clear indication that money is being used to
      political purposes aiming at more pressures on the government to offer
      political concessions.

      "This will never happen," Haneyeh added.

      He also demanded the Secretary General of the Arab league Amro Moses and
      President of the Arab summit in Al Khartoum Sudanese President Hassen Al
      Basheer and pan- Arab leaders to do their good offices to end the
      suffering of the Palestinian people and the USA interference in the
      livelihood of the Palestinian people.

      The Prime minister also welcomed an all-out talks "all the times we
      welcome any Palestinian dialogue," asserting" to bear this dialogue
      fruitful , well preparations will be done and agreement on all the
      raised files because the Palestinian people will not accept a media
      hoopla in behalf of the National dialogue.

      He also called concerned factions of the national talks not to set off
      the national dialogue from a springboard of the presence of Palestinian
      government crisis.

      "The government did not go through a crisis. It is an elected government
      and its is not in crisis but other parties which did not want to
      recognize the Palestinian people are in crisis "PM Haneyeh said.

      In the weekly cabinet session Heneyeh underscored that the key headlines
      of the new Israeli government reflects the occupation policies based on
      grabbing more lands of the Palestinians in the West Bank retaining
      illegal Jewish settlements and the completion of the Apartheid wall'

      The government, in a communiqué, called upon all the Palestinian people
      and Arab and Islamic nations, all freedom -loving people overseas to
      show solidarity with the Palestinian people on Next Friday through
      organizing rallies and solidarities


      The US and EU have frozen donations to the Palestinians after Hams was
      brought to power following the movement's slide victory in PLC January's
      elections.

      Furthermore, the USA threatened punitive actions against and world or
      regional banks transfer Money to the PNA government.

      In connection, the Ministry of Foreign Affairs Spokesperson denied in
      his daily press briefing yesterday that America rejected President
      Chirac's proposals during Palestinian President Abbas' visit to Paris.

      "I've not seen any American rejection. I've simply noted there were
      questions and requests for clarification, but no rejection to my
      knowledge," the Spokesperson said.

      He added that raft of ideas set to discuss with the European partners.

      "The first idea concerns maintaining or even increasing humanitarian
      aid. The second idea is maintaining the aid project which could be
      delivered through appropriate channels. The third idea is to increase
      support for the services of the office of the president of the
      Palestinian Authority. And the fourth is to set up a fiduciary fund that
      could, for example, be managed by the World Bank so that salaries can be
      paid," The French foreign affair spokesperson underlined.
