      [07.03.01] Palestinian Minister of Communications Imad Falouji denied that
      he had admitted that the "Al Quds" Intifadeh was planned by the Palestinians
      following the breakdown of talks at Camp David. An AP report had quoted
      Falouji, speaking at the Ein Hilweh refugee camp in Lebanon, as saying that
      it would be a mistake to attribute the uprising to Arik Sharon's visit to the
      Haram as Sharif, that the Intifadeh was planned after Israel had failed to yield
      on key issues, and that the struggle would continue in earnest.
      The report did not quote Falouji as saying specifically that the PNA had planned
      the uprising, he simply stated that it was planned. Subsequenly, however, Israel Radio
      reported that Falouji was denying the report after being pressured by
      PNA Chairman Yasser Arafat. Voice of Palestine broadcasts on Tuesday
      quoted Falouji as saying the report that he said the Intifadeh was planned is "outrageous."
      Falouji said that the National Authority, like the Palestinian people, was not surprised
      by the outbreak of the Intifada because of Israeli policies and the continuing violation of
      registered agreements.
