      Some of you may remember that I announced an opening in my workplace earlier in the year. The position is now posted, with an application deadline of September 25, 2006. This is for an Assistant Manager of Community Services, and is located in the University Apartments (Eagle Heights) community. We are something like a small town -- an extremely diverse, multi-age community of UW Madison (mostly graduate) students (and some staff/faculty).
       
      The position is part of our management team, and reports to me. (I swear that's not as bad as it sounds.) Applicants have to have at least a bachelor's degree (a requirement of the university, since this is an Academic Staff position), and experience will weigh heavily in the selection process. For those unfamiliar with the way these postings work, I should probably note that the listing shows the entire possible salary range for this kind of position, but new appointments are at the low end.

      Degree and area of specialization:
      Minimum of Bachelor's Degree in Social Work, Student Affairs, Higher Education Administration, or related field. Master's degree preferred.
      Minimum number of years and type of relevant work experience:
      Minimum of 3-5 years applicable professional experience in one or more of the following areas: University Apartments administration, student affairs, Residence Life, neighborhood or community center management, community social work, or related field. Experience working with a diverse student population is preferred.
      Principal duties:
      University Student and Faculty Apartments is a part of the Division of University Housing at the University of Wisconsin-Madison. As a student service organization, University Apartments provides on-campus housing and support services to graduate students, faculty and their families. The goal is to provide quality housing and support services at a reasonable cost. All programs and services sponsored through Apartment Services, Community Services and Eagle's Wing Child Care Programs are funded through rent or user fees. Programs and services are created to serve approximately 3000 residents, the majority of whom are international families (1098 student and 150 faculty households).

      The primary responsibilities of the Assistant Manager of Community Services is to develop, implement, coordinate, and evaluate the social, recreational, educational, cultural, and health-related programs and services offered to residents in University Student and Faculty Apartments. In addition, the Assistant Manager has primary responsibility for the management of the Community Center, and assists with the development and coordination of Community Services and the University Apartments Office. The Assistant Manager of Community Services also serves as backup to the Manager of Community Services in that person's absence.

      I. COORDINATION AND DEVELOPMENT OF PROGRAMS AND SERVICES
      A. Develop, plan, coordinate, schedule, and implement staff, resident organization, and community sponsored programs, services, and events. Address the social, recreational, educational, cultural, and health needs of residents.
      B. Coordinate and implement programs and services provided by campus and community agencies, residence halls staff, and organizations.
      C. Coordinate and implement the new resident welcome programs and visits, and move out programs and visits.
      D. Assist with the production of weekly calendars, flyers, and educational and promotional materials for programs and services.
      E. Recruit, screen, and supervise volunteers involved in providing and assisting with programs and services.
      F. Assist with the acquisition and maintenance of campus and community resource materials.
      G. Establish programming goals, supervise programs, and assist in planning, implementing, and evaluating programs by Resident Managers. Work closely with Eagle's Wing, recreation and other programming staff to coordinate services and events.

      II. RESIDENT ORGANIZATIONS
      A. Assist in advising the Eagle Heights/Harvey Street Assembly with regard to program budget, community grants, and long- and short-term building use.
      B. Attend Eagle Heights/Harvey Street Assembly and other resident organization meetings as part of the University Apartments management team.
      C. Provide support to resident organizations and committees. Serve as a liaison among resident and staff groups. Assist residents in formalizing interest groups as resident organizations.

      III. SUPERVISION AND TRAINING OF STAFF
      A. Share responsibility for the recruitment, selection, training and supervision of Community Services staff, including Resident Managers, Program Coordinator, events staff, and volunteers. Assist in the recruitment, selection, training and supervision of office and administrative support staff.
      B. Assist with scheduling and supervision of University Apartments/Community Services staff.
      C. Assist with on-going development of in-service training and staff development opportunities.
      D. Maintain timely and accurate communication with staff members.
      E. Participate in weekly staff meetings for each area of University Apartments as needed.
      F. Be available as needed to provide after-hours support and training for Program Coordinator, Resident Managers, and University Apartments Office staff, including participating in the On Call rotation by supervisory staff.
      G. Work closely with the Publications Coordinator to produce timely, accurate, and effective publications.

      III. CONFLICT RESOLUTION AND SOCIAL SERVICES INTERVENTION
      A. Serve as key member of social work team.
      B. Respond appropriately to resident concerns regarding personal or Housing-related issues, as needed.
      C. Enforce University Apartments and University rules and regulations.
      D. Refer residents to appropriate staff, campus, and community resources.
      E. Work closely with community, social service, justice, and law enforcement agencies in identifying and supervising appropriate mandated social service hours.

      IV. OPERATIONS OF THE COMMUNITY CENTER AND UNIVERSITY APARTMENTS OFFICE
      A. Assist in the management of the University Apartments Office.
      B. Provide back-up support for office staff.
      C. Assist in the development, implementation, and enforcement of University Apartments Community Center policies and procedures.
      D. Be familiar and keep current with University Apartments, Division of University Housing, UW, and State guidelines for purchasing, financial transactions, and human resources. Serve as a back-up to the Financial Specialist for purchasing.
      E. Assist with budget development for Community Services. Prepare preliminary budget request for area of responsibility.
      F. Monitor labor and supplies expenditures to keep maintenance and project operations within budget.
      G. Make programming recommendations to the Manager of Community Services.
      H. Work closely with Children's Services and other child care providers and building users to maximize use of resources, including space, staffing, and supplies.
      I. Serve as a back-up to each area of University Apartments as needed.
      J. Promptly complete appropriate administrative forms, reports, and documentation.

      V. GENERAL FUNCTIONS, DIVISION SUPPORT, AND CAMPUS RELATIONS
      A. Serve on Division and campus committees and task forces as needed.
      B. Maintain professional development in the areas of Apartment Housing, neighborhood/community centers, adolescent outreach, and/or student affairs.
      C. Maintain effective working relationships with residents, University Apartments, and Division staff.
      D. Assist with the formulation of priorities, policies and procedures, and evaluation processes for University Apartments.
      E. Respond, in writing or verbally, to residents and all other customers, on matters related to University Apartments policies, procedures, responsibilities and actions.
      F. Assist in the development of short- and long-range goals and objectives for Community Services and University Apartments. Participate in the development of long range goals and objectives, including the Division strategic plan.
      G. Provide after-hours, weekend and holiday on-call coverage as directed by the Director of University Apartments.
      H. Serve on Joint Staff, University Apartments Leadership Group, and other University Apartments, University or other committees as assigned.
      I. Participate in University Apartments management projects or events as needed.
      J. Perform role of Manager in the absence of the Community Services Manager. Assist with supervision of all Apartment Services staff and provide management coverage for the University Apartments operations in the absence of the manager or other supervisors.
      K. Provide on-going training and support to supervisory and non-supervisory staff.
