      They are not Crossing Guards, they are Traffic Enforcement Officers. Crossing Guards (which typically work within a certain radius of a school) can be police officers, traffic enforcement officers, or citizens who volunteer on behalf of the school. The latter will strictly follow the pre-existing traffic signs/symbols b/c they have not been placed there by the government, "invested by law with authority" (there may be exceptions b/c there is always an exception to everything).

      The job of the TEO is not easy, and like you and I they are just people and make mistakes. With that said, if a particular TEO continually has problems performing their job that puts themselves or others at risk, I am sure their supervisor would like to know so they can either get the person more training or find a more suitable position for them; depending on the situation, circumstance and prevalence.

      This morning, a crossing guard stepped in front of me as I was proceeding through the intersection under a green light. (It was about to turn yellow, as I saw the second-countdown was on 3 seconds when I entered the intersection). I understand the attempts to keep drivers from running red lights, but she literally stepped in front of me. I was literally stopped about 3/4 of the way through the intersection, and she would not let me proceed. My only choice was to back up, but could only go so far as to stop in the middle of the crosswalk because of traffic behind me. Then I had a second crossing guard start yelling at me that it's a $200 dollar fine to stop in the middle of the crosswalk, and if the police saw me, I'd get a ticket. It was pretty ridiculous, as nothing I did seemed right to these ladies. They are trying to enforce laws, but in a manner that not only jeopardizes their safety, but is outside of normal traffic regulations. What is this new
      program, and would someone ask the crossing guards to help people cross, rather then prevent cars from driving? I had to be amused at the irony of the situation, when, just half a minute later, a young man looked right at me as he attempted to cross in front of me as I approached a GREEN light.
