      Maybe Harry Thomas is the right person to champion
      this cause. If this is to be done correctly, a full
      audit of obstacles and impediments to proactive
      policing will need to conducted. That assessment and
      findings would be used to justify changes in the
      criminal code. But, here and again, be prepared for
      the human rights crew to try and stop it.
