      Good Evening All:
       
      Declaring a crime emergency means little if it is not defined by targeting specific resources and a specific action plan. We need more than a wait and see approach and a reference to what may have worked before. Clearly Ward 5 is besieged by violent crime. We had a shooting last week in the 1200 block of 18th Place, NE and last night a homicide at 849 19th Street, NE disrupted our community. Other parts of the Ward are also suffering the negative impact of violent crime. Instead  of a vague crime emergency consider a specific plan that would include;
       
                    1.  immediately deploying additional manpower to areas within PSA's that have been recently hit
                        by violent crime
       
                    2.  suspending officers' days off on a rolling basis beginning with the PSA with the highest crime
                         rate instead of suspending all officer's days off. The increased law enforcement presence will
                         make our neighborhoods safer without disrupting officer morale.
       
                    3.  temporarily deploying officers from other Police Districts to increase police presence
                        in areas hardest hit by violent crime, including using power shift and focus mission resources
                        and the light tower
       
                    4.  immediately deploying detectives to areas where a homicide has occurred to get information
                         leading to an arrest or arrests; closing a case with a viable arrest serves as a significant
                         deterrent to crime
       
                    5.  identify landlords that have tenants that are involved in criminal activities; DCRA,
                         US Attorney's Office and the Office of the Attorney General should collaborate  to take action
                         against such property owners up to and including "Civil Forfeiture" ; accelerate serving any
                         warrants against such tenants where applicable
       
      Finally, we need a real plan that results in specific actions; we deserve more than a vague crime emergency declaration. It is time to step up and reclaim our neighborhoods for law-abiding citizens.

        The Fifth District has experienced a spike in violent crime recently.  We have put together a plan and are imlementing the various steps to reduce the violence and increase visibility. 

        We need the community to be our eyes and ears and report all suspicious activity occurring with in the community.  The last homicide that occurred on 19th street was a tragic event, and we have developed a suspect in that case.  As the investigation progresses we will keep the community informed.
