Councilmember Phil Mendelson, Chairman of the Committee of the
Judiciary, announces a public hearing on Bill 16-705, the "Drug
Paraphernalia Amendment Act of 2006." The public hearing will be
held at 12:00 p.m., on Friday, May 5, 2006, in the 5th Floor Council
Chamber of the John A. Wilson Building. This notice has been
abbreviated to permit appropriate notice to be given to the public.
The stated purpose of Bill 16-705 is to amend Title 48 of the
District of Columbia Official Code to clarify which materials shall
be considered prohibited drug paraphernalia in the District of
Columbia and to create a rebuttable presumption that certain items
are prohibited drug paraphernalia.
The purpose of this hearing is to receive testimony from the public
and government officials on this bill. Copies of the bill may be
obtained from the Council's Legislative Services Division at 1350
Pennsylvania Avenue, NW, Room 10, Washington, DC 20004, 202-724-8050.
Those who wish to testify should contact Ms. Janene D. Jackson,
Committee Clerk, at (202) 724-8064, by fax at (202) 724-6664, or via
e-mail at jjackson@..., and provide their name, address,
telephone number, organizational affiliation and title (if any) by
close of business Wednesday, May 3, 2006. Persons wishing to testify
are encouraged, but not required, to submit 15 copies of written
testimony. If submitted by the close of business on Wednesday May
3rd, the testimony will be distributed to Councilmembers before the
hearing. Witnesses should limit their testimony to five minutes.
If you are unable to testify at the hearing, written statements are
encouraged and will be made a part of the official record. Copies of
written statements should be submitted either to Ms Jackson, or to
Mr. Ira Stohlman, Acting Secretary to the Council, Room 5 of the
Wilson Building, 1350 Pennsylvania Avenue, N.W. Washington, D.C.
20004. The record will close at 5:00p.m., on Monday, May 15, 2006.
