There is a similar barking dog situation in my neighborhood, 3000 block of Channing St, NE. The pit bull is let out every morning and barks non-stop all day. I have contacted the DC Humane Society previously concerning this obvious owner neglect, but they did nothing.

Although this isn't the dog mentioned in the original post, I'd like to report a dog that is a nuisance in our area. There is a Rottweiler behind 19 Seaton Place that barks incessantly. It generally starts around 6:30 or 7:00 in the morning and continues throughout the day. I've tried talking to the owners and was told to mind my own business (apparently being woken up every weekend by their dog is not my business). I've also reported it by phone to the police on numerous occasions, but that tends to only be a very temporary solution as they allow the dog to continue barking as soon as the police leave. It seems like the best solution is to start fining people who are repeat offenders.

early in the morning it's a problem. We've lived here five years and I can't remember a time when there wasn't a kennel's worth of dogs occupying their yard. I believe this residence has a bit of a history with animal control as well.
