      Can anyone suggest a nice easy way of doing pop-ups online eg. for vocab meanings when you mouse over a word? We can do it in html (Dreamweaver), but maybe there's a better, easier way using something else - Flash for example?

          A useful effect can be done with a link, <a ... title:"text">,
          and an alt tag with an image <img ... alt="text">
          There are a few more ways doing this with
          javascript, e.g. mouseover.

          Flash is a bad choice in almost every situation,
          in my opinion.

          A great system a few years ago was "rich text",
          does anyone have a record of this? Some dictionary
          systems link words to explanations.

            No effort required by the learner, that is. For a lot of extra effort for the developer, you get less return on investment for the learner...
