      Dave,

In the USA, several states have homestead exemptions for residential real
estate, most are insignificant. The District of Columbia has one of a few
thousand dollars. New Orleans, Louisiana has a $50,000 homestead exemption,
but almost all properties exceed that amount. 50 years ago the homestead
exemption in Florida was so large that most residential property was tax
free. Homestead exemptions eliminate or reduce the political objections to
the real estate tax at the low end of the value range, but the trade-off is
more objection from the owners of higher valued properties.

I met a British govt Treasury official last week who compared LVT with a
      property tax in Massachusetts.
He seemed to imply they have a homestead allowance. i.e. a tax free
personal allowance so that the property/land tax only starts being charged
      above
      this figure.
Does anyone have any details pls?
