It was good to meet with you yesterday. I wanted to provide an update on
what steps were are taking following on from our discussion, so you have
the information for your members.
1) Two Network Inspectors are on site today and will be monitoring the
implementation of the closure to observe the behaviour of vehicles,
cyclists and pedestrians.
2) Ian Law is on site this morning measuring up in Rouell Road to allow us to consider the possibility of an
additional cycle contra flow. This will require an additional traffic
order and also some consideration of the legal and helpful signage, so I
will be able to provide a further update on this by the beginning of
3) I have spoken to TfL this morning and I am hopefully that we will be
able to coordinate the cycle contra flow quite quickly. TfL will come
back to me this morning to confirm, but they have escalated this to a
If there is any further information you need or further suggestions,
please let me know. I will keep you updated if I receive further

I used Upper Ground for a whole month while working as a contractor in Holborn (on Kingsway, the most pedestrian unfriendly road in the universe!), and I have to wonder, why is this road not closed off to motorized traffic? Massive tourists coaches park there occupying half of an already very narrow road, that in any case can never be a two way street! And pedestrians crossing without even looking, so why not just remove motorized traffic? Is there a particular reason not to do this?
We wouldn’t be in this situation if the road was pedestrianized.
“We learned more from a three minute record than we ever learned in school”. No Surrender
this is to do with banning cyclists from Upper Ground?
surely as it forms a junction with Blackfriars Road, TLRN, there should have been a check at the time that its effects on the road network was confirmed, what the effect on cycles was going to be?
If Southwark was asleep on this, were TfL also?
even with a cycling Mayor, is the system fit for purpose anymore?
