- This is my greatest "pet peeve" ! I do know how you feel.
I do have a problem with people going through my black can, tearing the garbage out of the plastic bag, etc... I have thought if only the City of Los Angeles would come up with some plan to have a locking device on garbage cans. I would even pay a tax for it.

At the risk of sounding like a crazed recycler, which I guess I am, I wanted to point out to
everyone in the neighborhood a problem that I have noticed several times. Every thursday
there is a host of people who make their way around the neighborhood to go through our
bins in search of anything with CA redemption value. Let me be clear that I have no
problem with this. Many of these people are quite nice and often greet me while I'm
walking the dog. The issue is that some of them go through our blue bins and remove the
paper, plastics, cardboard, etc. that have no value and put them into the black and/or
my goal is not to run these people out or create any tension, rather bring it to everyone's
attention in hopes that we can make some changes, speak with these people, and check
our own bins.
Pulling a weeks worth of newspaper out of the green bin is, well, a bummer--and sets
back our city's efforts at recycling...
