Wouldn't public opinion from others around the world have a bearing on the decision? There are Petition Creation sites that could be used for non-UK members. I'd offer to prepare one but am worried about my lack of knowledge and the potential for gaps or errors.

I'm not sure but I think petitions gather force most quickly when they are received as a personal e-mail, with the petition included in the message (instead of a request to visit the linked site). Could such an e-mail be broadcast to KS members?
