Drohobycz was the place of birth of your father. Lwow is
listed as the county seat on the certificate. Sometimes there is another
geographical place listed on certificates which is the village or town of
birth, so the breakdown is: village or town, county, province. In
your father's case, it appears that Lwow was the county and province, without
looking it up.
