Essentially because the Poles are so russified by decades under Communist rule that they are unable to adapt to a market economy.
Zanussi gave the example of the shoemaker from one of the former Soviet republics who complains that no one buys his shoes. The reason they don't sell is because they are poor quality.
The shoemaker can't understand that.
