      Dear Ravi,

The reference to emperor Pramati and the Gupta in book:

Prof. V.S. Agrawal: Matsyapurana; a Study
      1963, Varanasi. All-India Kashi Trust, pp 228-231

Dharani-bandha and the Guptas is mentioned at page 230.
Chandramasah Gotra of the Guptas at page 230:

Pramati, son of Chandramah. The connection of the name Chandramas
with Samudragupta is also mentioned in R.K. Mookerji, The Gupta
      Empire, p. 17.

"He was of the Chandramah Gotra (gotrena vai chandramasah), a
reference to the family of Chandragupta I, by which each king was
      a 'Gupta'....(Matsya Purana; a Study, page 230)

In appendix II of the same book of Agrawal, the Gotra-Pravaras of the
MatsyaPurana and Sutras are mentioned. At page 392 we find the
Chandramasih Gotras mentioned with the Bhargavas.

The Licchavi connection (only the Guptas are known to have come to
power in Magadha with the help of the powerful Licchavis) is
mentioned at pages 230 and 231.

      Note
The Licchavis are not mentioned as having been in power after
Vikramaditya, who introduced his Era in Nepal. The fourth king of the
First Thakuri Dynasty of Nepal introduced the Shalivahana Era. The
licchavis, thus, seized to be in power with their last king during
Vikramaditya of Malwa. (see Parvatiya Vamshavali of Nepal)

      regards,
      Ishwa
