[ISO8601] HR-XML trying to use ISO 8601 formats.

You can see the problems in their thinking as soon as you review:

They are asking for input from interested parties. Note that 'HR' is as in
Human Resources, and 'HR-XML' is a computer language such that HR
departments can exchange data with others, and with other departments in an
'industry standard' common language, making many more computer systems not
just interconnected, but truly interoperable.
