According to today's issue of the Albany (NY) Times Union, on August 18,
1913, "A woman walking near Pearl and State streets [downtown Albany] was
the first one sighted in the city wearing the new style of skirt -- slit to
the knees on both sides with no underskirts beneath it. The dress was made
of black silk and the slits revealed the woman's black silk stockings."
