      INTRODUCTION
      Science, technology and innovation offer Malaysia its greatest opportunity to turn ideas and creativity into highly competitive businesses in the 21st century. Malaysia is at a critical point in its economic development, where sustained growth and prosperity depend on how quickly knowledge, technology and innovation are applied across both the traditional and new industry sectors. This challenge needs commitment, strategically driven investment and political will to build critical mass in our science and
      Given the ever increasing role of Science and Technology (S&T) in attaining and maintaining a competitive advantage in all sectors, we need to constantly review, evaluate and formulate our national S&T programmes and activities to ensure that our relatively limited resources are used wisely and effectively to generate market relevant products and services. Therefore the Academy of Sciences Malaysia has embarked on organizing the Malaysian Science & Technology Convention (MASTEC) and intends to organize i
      MASTEC is organized to provide a national platform to review the achievements, challenges & potential of S&T and to bring the public sector, private sector, S&T Professional Bodies and various other stakeholders into consultation and deliberation in order to provide relevant and valid recommendations on chartering the way forward. These recommendations will form the Convention Resolution that will be forwarded to the government for consideration and implementation.

      THEME

      'MALAYSIA A TECHNOLOGICALLY ADVANCED NATION'

      Rapid advances in S&T particularly in the areas of Microelectronics, Biotechnology and Information Technology have proved to be critical in economic development, industrialization and wealth creation. However, now more than ever before, the world economic environment has changed significantly due to recession and international trade issues. The advent of more liberal trade regimes in some world markets, such as the North American Free Trade Agreement (NAFTA) and the coming ASEAN FREE TRADE AREA (AFTA), h
      Gaining world recognition for its products and services as well as maintaining a competitive advantage are crucial determinants for any country that wishes to succeed in the present challenging and dynamic world economic environment. Therefore Malaysia too has to be effectively positioned as a nation that is scientifically and technologically advanced, in order to gain world recognition. This would of course involve benchmarking with the best in the world and assessing where we stand and subsequently str
      Therefore Malaysia must meet international standards in S&T and in areas that have attained that we must then ensure that the imaging of the high quality output is carried out properly in order to garner worldwide recognition and competitiveness. Malaysia is now at such a crossroad in its S&T development and this must be addressed.

      FOCUS AREAS

      In order to tackle the theme comprehensively with necessary continuity, three major focus areas will be addressed in the convention.

      i) Infrastructure and Policy Issues Concerning Technology Advancement in Malaysia
      The focus will be on infrastructure and policy issues that influence competitiveness and world recognition towards realizing Vision 2020. This would also include deliberation on the available infrastructure, resources and current management of S & T in Malaysia in comparison to best practices worldwide.

      ii) Technology Development in Malaysia
      The focus will be on gathering important facts that will portray where Malaysia is in terms of competitiveness and benchmarking with other nations where technology is concerened. The data will provide an understanding of Malaysia's S&T standing and become the basis for capitalizing on our strengths and overcoming the weaknesses.

      iii) Implementation of Strategies Towards Competitiveness and Attaining World Recognition in Technological Advancement.
      This will focus on the pathway from vision to reality. The strategies would have to be filtered down to the grass roots in terms of action plans and performance indicators.

      OBJECTIVES

      The objectives of the MASTEC 2003 are as follows:

      (i) To consider infrastructure and policy issues influencing international competitiveness in an open forum in order to collect feedback and comments to be translated into relevant action plans,

      (ii) To review and evaluate past patterns of Malaysia's technology development and its standing in the international scenario, and

      (iii) To produce a conference resolution that will be a prelude to the formulation of an Advisory Report with action plans to be forwarded to the Government.

      WHO SHOULD ATTEND

      The convention will provide opportunity to discuss and formulate strategies along with targeted action plans towards positioning Malaysia as a scientifically and technologically advanced nation. The following key personals will be represented in this convention:

      middle and upper management from the public and private sector,
