Yes, they are ready to harvest. leave them much longer and they will shatter and blow away. Next year train them later and they will crop at a more normal time

I've got hops (fuggles) that have bright yellow lupalin and are quite citriousy smelling when rubbed in my hands. They do make a dry paper sound when rubbed
