        Yes.

        This is the core value specified by the DMG for a standard campaign.
        Check the archives for lots of folks asking the same question. Basic
        reasoning is that the game is balanced for characters made with a 25
        point system. Increasing the points leads to increasing the standard
        monsters (through templates, etc.) and other challenges to
        compensate. Basically, the game is aiming at being as close
        to "standard D&D" as you can get.
