      I've never seen that (ever) on a flip-flop, unless it was dead... even then there's usually voltage on one (Q) of the outputs.
       
      But seems that it is working at 20 meters.... so I guess we'll just have to accept this anomaly for the moment.
       
      Can you send me a high-res picture of the oscillator section of your board?
       
      Also, make absolutely sure that ONLY the 30 meter oscillator is being powered (bandswitch ONLY selecting the 30m osc)
       
      Do you have a reciever capable of listening at 40.50mhz?
      If so, use a piece of wire as an antenna to sniff around the osc section (not connected to any part of the circuit) see if you can hear the oscillator.
       
      Do you have a scope?
      Frequency counter?
       
      If any of the above 3 , check the 30 meter osc. to see if it's running, and make sure it's very close to 40.5 mhz

        Ok, good. Have you tried listening for the local osc signals in a test RX yet? Just do that to confirm all is well.... Then feel good about moving on.. :-)

                Thanks alot! This is my first project with my sons... it was great to see how excited they got when we heard the tones on the radio and realized that they were a result of our radio. All the work so far has paid off. regular testing of the construction will keep us from going too far astray in this our first electronic project. Thanks again
