      The American Radio Relay League (ARRL) has encouraged introduction of HR
      4969 – The Amateur Radio Parity Act of 2014, by Representative Adam
      Kinzinger (R-IL -16th), with Representative Joe Courtney (D-CT-02) as
      cosponsor, thus ensuring bipartisanship.

      The underlying principle of this legislation is to direct FCC to write
      regulations which preclude homeowners associations to from prohibiting
      and any all amateur radio antennae. The reasoning is that the FCC has
      overturned blanket restrictions to satellite TV antennae, and UHF/VHF TV
      antennae in homeowner's covenants, so they have the power to regulate
      amateur radio antennae.

      ARRL is asking hams to write to their legislators to ask they be
      co-sponsors of the legislation. The rationale is contained in a 6 page
      Legislative Action bulletin available at


      One does not need to live within a homeowner's association, nor be a
      member of the ARRL to express your opinion on this matter. Please look
      over the legislative bulletin, and contact your US representative with
      your comments. A sample letter is included in the bulletin, and it is
      always recommended to add personal comments. When you do, send a copy to
      the address at ARRL, which will forward it to our legal counsel in
      Washington for hand delivery. The best way to contact your congressional
      representative directly is via FAX or e-mail, because regular mail sent
      directly to Washington is intercepted and screened by security personnel
      which may delay delivery for up to 7 weeks. Some of the representatives,
      like my representative, Justin Amash, only accepts e-mail via his web
      site, which restricts the size and formatting of messages.
