Capt. Jim May from Louis L'Amour's short stories?
He's a ship captain, but there are relatively few instances of him doing boat guy stuff -- he captains, he navigates, he steers the ship in heavy seas (and his ship eventually gets both its own float plane and mini-sub). Unless I were running a campaign based around sea adventures, I'd tend to let it fall under other skills -- driving at a penalty perhaps, or even survival (for small craft like canoes typically used by exploers).

The fact that there are two different vehicle skills in SOTC is solely about niche protection: the "flying guy" vs the "driving guy". (Similarly, folding 'riding' into Survival had much to do with that seeming to be a common feature of anyone already good at the other things Survival does.) You could squish Drive and Pilot together as one skill and you'd be in fine shape, if those different niches are not important to you as distinct things.
With that basis in mind, I don't think I've ever seen a distinct, pulpy "boat guy!" in such a way that he was set apart from the driving guy or flying guy. In any given game, I'd probably simply stipulate that your skill at boating was equal to whatever was the better: Drive or Pilot for machine-driven boating, perhaps; Athletics or Survival for muscle-driven or other "rugged" boating (canoeing, sailing), maybe. Or some other that-just-makes-sense skill. Table consensus should rule, there.
