      This manual has been developed to support the formulation
      and implementation of poverty reduction projects in Asia.
      It focuses on identifying strategic gender initiatives to
      help enhance women's agency in the household and community.
      It has been written as a source book for gender
      interventions and an analysis of appropriate interventions
      offering various practical steps.

      It gives a detailed coverage of the following stages in
      designing and implementing projects:
      * design based on analysis of livelihood systems, problems
      and social or religious constraints of poor women and men
      with gender-disaggregated project objectives
      * gender roles and relations are analysed and constraints
      to gender equality identified - social, cultural, familial,
      economic and time
      * operational measures formulated (e.g. ownership of land,
      housing, water, trees and financial assets; participation
      in community management; changes in family responsibilities)
      to enhance women's agency and integrate gender equality
      into main project components, and activities
      * M&E system design to provide gender-disaggregated data
      for project participation and impact
      * adequate women staffing at all levels, from IFAD to PMU
      and collaborating agencies, including NGOs, to ensure
      outreach to women
      * gender responsibilities to be written into TORs of
      officers along with appointment of officer responsible for
      gender mainstreaming
      * gender goals, objectives and activities integrated into
      project log frame
      * gender conditions included in loan agreements
